On June 11, the annual general meeting of shareholders of the Rogun Hydroelectric Power Station was held at the National Library of Tajikistan under the chairmanship of the Prime Minister of the Republic of Tajikistan, Chairman of the Supervisory Board of the Rogun Hydroelectric Power Station, Kohir Rasulzoda.
The meeting was attended by members of the Supervisory Board, the Republican Headquarters for the Construction and Commissioning of the Rogun Hydroelectric Power Plant, the Secretariat of the Supervisory Board, shareholders, and heads of ministries and departments.
According to the agenda, the participants considered nine issues, including the report of the General Director of Rogun Hydroelectric Power Plant OJSC on the Company's activities in 2025, the issue of increasing the authorized capital, the report of the audit commission, the auditor's report for 2025, as well as the election of members of the Supervisory Board, the audit and counting commissions of the Company.
Speaking at the meeting, Kokhir Rasulzoda noted that the construction of the Rogun Hydroelectric Power Plant is being realized thanks to the dedicated and round-the-clock efforts of the President of the Republic of Tajikistan, Emomali Rahmon. He stated that the head of state's contribution to the revival and construction of the plant is of historic and momentous significance. It was emphasized that it was thanks to his initiatives and continued support that this large-scale project has become a symbol of the country's energy independence and has been named the "Palace of Light of the Nation."
During the meeting, it was noted that the Rogun HPP construction team achieved significant results in 2025. One of the key achievements was the start of construction and completion of work in the core area of the main dam, reaching an elevation of 1,116 meters above sea level. These measures allowed the plant's reservoir to be filled to 1,100 meters above sea level.


Meeting participants also reported that the reservoir's rising water level in 2025 contributed to an increase in electricity production compared to previous years. This result was hailed as an important step toward achieving one of the Government of Tajikistan's strategic goals: ensuring the country's complete energy independence.
As noted at the meeting, last year's electricity generation at the Rogun Hydroelectric Power Plant exceeded 1.6 billion kilowatt-hours. This figure represents an increase of 400 million kilowatt-hours compared to the 2024 target.
It was emphasized that the Government of the Republic of Tajikistan continues to take consistent measures to achieve energy independence and ensure sustainable development of the national economy. Particular attention is being paid to the use of green energy sources. To ensure timely financing of the Rogun HPP construction, cooperation has been established with a number of international financial institutions and development partners to attract concessional financing.
It was separately noted that the government annually allocates the necessary funds for the plant's construction in the state budget. In 2025 alone, more than 8.2 billion somoni from all funding sources was allocated to continue construction at the Rogun HPP.
Following the consideration of the agenda items, the participants approved the composition of the Supervisory Board of Rogun Hydroelectric Power Plant OJSC, consisting of 13 people, as well as the Company's Audit Commission, consisting of five people.
Relevant decisions were made on all issues submitted for consideration to the annual general meeting of shareholders.
