On June 3–4, 2026, an additional meeting of the expert group for the finalization and approval of draft regulations on the basic organizations of the CIS member states was held at the headquarters of the Commonwealth of Independent States, the press service of the Organization's executive committee reported.
The meeting addressed structures related to research into combating cross-border crime, training and professional development for border agency specialists, and ensuring border security. Draft resolutions of the CIS Council of Foreign Ministers on these issues were also discussed at the meeting.
The meeting was attended by representatives of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan, as well as representatives of the Council of Commanders of the Border Troops, the Coordination Service of the Council of Commanders of the Border Troops and the CIS Executive Committee.
During the discussions, experts, taking into account comments and suggestions received from states, revised and agreed upon the relevant documents. It was decided to send the meeting materials to the Commonwealth countries for internal approval. Following this, the drafts will be submitted for consideration to the CIS Council of Foreign Ministers in accordance with established procedures.
It is specifically stated that the status of a basic organization for combating cross-border crime and training specialized specialists is proposed to be granted to the Institute of Border Service of Belarus, which possesses the necessary scientific and logistical potential.
It is proposed to designate the Border Research Center of the FSB of Russia as the basic organization for border security issues, which is engaged in scientific support and the organization of research in this area within the framework of protecting the external borders of the CIS member states.
