Three residents of the Farkhor district of Khatlon Region have been charged with animal cruelty, according to the press service of the Khatlon Region Ministry of Internal Affairs.
The investigation was prompted by a video circulating on social media showing cruelty to a dog. According to law enforcement, the video sparked widespread public outcry, prompting civil society activists to contact the Khatlon Regional Department of Internal Affairs (MVD) asking for the perpetrators to be held accountable.
During the investigation, police identified the individuals involved in the incident. They were identified as residents of the Farkhor District: Lutfullo Khukumatov, born in 2007, Zoirshoi Hasan, born in 2008, and Fakhriddin Abdulhakzoda, born in 2008.
According to the department, while in the village of Navruz in the Farkhor district, they held a dog and placed tobacco (snuff) in its mouth, knowing the nature of their actions.
Based on the results of the investigation, administrative offence reports were drawn up against the detainees under Part 2 of Article 277 of the Code of the Republic of Tajikistan on Administrative Offences (“Cruelty to Animals”).
Each violator was fined 10 times the calculation value, which amounts to 780 somoni.
