Heads and delegations of border agencies from the Republic of Uzbekistan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, and the Russian Federation, as well as other guests, arrived in the Sughd Region of the Republic of Tajikistan to participate in the 9th Regional Meeting of Heads of Border Agencies of the CIS Member States, according to the press service of the Sughd Region Administration.
At Khujand International Airport, at the Fotekhobod border crossing in the Matcha district, and at the Guliston border crossing in the city of Isfara, officials warmly and cordially welcomed the guests.
On April 8, 2026, the 9th regional meeting of the heads of border agencies of the CIS member states was held in the city of Guliston, Republic of Tajikistan.
The event was attended by delegations from six border agencies – the Republic of Tajikistan, the Republic of Uzbekistan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, and the Russian Federation – as well as the Coordination Service of the Council of Commanders of the Border Troops, the Anti-Terrorism Center of the CIS Member States, and the Secretariat of the Collective Security Treaty Organization.
The meeting was opened by the First Deputy Chairman of the State Committee for National Security of the Republic of Tajikistan – Commander of the Border Troops of the State Committee for National Security, Lieutenant General Rajabzoda Murodali Rajab.
The head of the Border Service of the Federal Security Service of the Russian Federation, General of the Army Vladimir Kulishov, was elected chairman of the meeting.











The Chairman of the Sughd Region of the Republic of Tajikistan, Rajab Akhmadzoda, attended the meeting and welcomed guests to the ancient Sughd region. It was noted that, thanks to the balanced policies of the CIS leaders, peace and stability are maintained in the region, and cooperation between the countries is developing.

Sughd Region Chairman Rajab Akhmadzoda, recalling the signing of the Khujand Declaration on March 31, 2025, in Khujand by the Presidents of the Republic of Tajikistan Emomali Rahmon, the Kyrgyz Republic Sadyr Japarov, and the Republic of Uzbekistan Shavkat Mirziyoyev, noted that this document not only symbolized the political will to overcome differences, but also laid the foundation for the formation of a new system of regional relations based on mutual respect and common interests.
A new stage in relations between the states of the region began with the signing of the Khujand Declaration on the eternal friendship of Tajikistan, Uzbekistan, and Kyrgyzstan.
During the meeting, participants discussed measures taken by border agencies of CIS member states to counter threats to border security at the external borders of Central Asian states.
In this context, the importance of the Cooperation Program of the CIS Member States to Strengthen Border Security at External Borders for 2026–2030 was emphasized as a practical mechanism for implementing the agreed border policy.
Particular attention was also paid to increasing the participation of border agencies in the implementation of the Interstate Program of Joint Measures to Combat Crime for 2024–2028 and the Program of Cooperation of the CIS Member States in the Sphere of Countering Terrorism and Extremism for 2026–2028.
The meeting participants acknowledged the positive experience of including issues on the agenda of working meetings involving specialists representing border agencies in various areas of activity, as well as holding international scientific forums aimed at exchanging practical experience in preventatively countering modern threats and risks to border security.
Following the meeting, a set of practical measures was developed to ensure a stable situation on the external borders of the Commonwealth.
After attending the meeting, the delegation's guests in the city of Guliston were shown an exhibition of products, folk crafts, national cuisine, and the traditions of the ancient Tajik people.





Rajab Akhmadzoda, presenting the region's opportunities, noted that Tajikistan, thanks to its state independence and the special attention of the Leader of the Nation, Emomali Rahmon, is paying special attention to the revival of the good traditions of its ancestors, the development of handicrafts, the production of environmentally friendly products, and the development of all sectors.
While visiting the produce aisles, including fruit and vegetables, as well as handicrafts, the guests expressed gratitude for the warm welcome and Tajik hospitality, once again confirming that Tajikistan is a prosperous and developing country where peace and stability are the key to all achievements and successes.
Guests attending the 9th Regional Meeting of Heads of Border Agencies of the CIS Member States are expected to visit the historical and cultural landmarks of the Sughd region and gain a closer understanding of the ancient history and rich culture of the people.
