The International Ice and Snow Forum, themed "Ice and Snow Interaction and Mutually Beneficial Cooperation," was held in Harbin, People's Republic of China. The event was organized by the Office of the Harbin Group for the Implementation and Promotion of the China-SCO Ice and Snow Sports Demonstration Zone and was held as part of the 42nd Harbin International Ice and Snow Festival, according to the SCO press service.

The forum was attended by representatives of central and local governments of the People's Republic of China, including Deputy Secretary-General of the Chinese SCO Committee on Good-Neighborliness, Friendship and Cooperation Zhang Wenwei and Vice Mayor of Harbin Zhang Haihua, as well as a delegation from the Secretariat of the Shanghai Cooperation Organization, headed by Deputy Secretary-General T.R. Midhun.
In his welcoming remarks, Deputy Secretary-General T.R. Midhun noted that Harbin rightfully bears the title of "ice capital" of China, where the development of sports, culture, and technology harmoniously combines.
The Deputy Secretary-General emphasized that the festival reflects the shared values of SCO member states, such as mutual respect, cultural diversity, and a commitment to peaceful development. He noted the event's contribution to the popularization of winter sports and the promotion of sustainable tourism, demonstrating how climate change can serve as an additional source of economic growth. He expressed confidence that the festival will continue to make a significant contribution to strengthening humanitarian ties in the region.
