In fulfillment of the orders and instructions of Dushanbe Mayor Rustam Emomali, specific measures are being implemented in the capital to ensure transparency in construction processes, protect the rights of equity holders, prevent fraud against citizens, and digitalize urban development. This was reported by the Dushanbe Department of the Ministry of Internal Affairs.
In particular, the Main Department of Architecture and Urban Development of Dushanbe has begun installing special QR codes at the entrances to construction sites, as well as in the sales departments of multi-story residential buildings.
As noted, this initiative provides every citizen with the opportunity to independently and promptly verify official information related to a specific construction project before purchasing housing or concluding a shared construction agreement.

By scanning a QR code with a mobile phone, citizens gain access to the unified electronic system www.memor.pro . This platform is the official and reliable source of information on the construction of multi-story residential buildings in Dushanbe and transparently provides a complete package of pre-project documentation.
Users of the system can quickly verify the availability of all necessary documents, including the design decision, master plan approval, facility passport, state expert review report, decision on issuing a construction permit, and permission to begin construction.
The implementation of this measure is reportedly aimed at reducing legal and financial risks for citizens, and also contributes to the formation and strengthening of a culture of conscious investment in society.
