On November 19, President of the Republic of Tajikistan Emomali Rahmon met with leaders and activists of the Sughd region in Guliston, according to the press service of the President of Tajikistan.
During the meeting, the Head of State summarized the achievements of the region's residents, his working visit to several cities and districts, and the progress of improvement and construction work in honor of the worthy celebration of the 35th anniversary of State independence.
It was noted that, within the framework of the work plan for improvement and construction for the 35th anniversary of State independence, 12,066 social and industrial facilities have been built and reconstructed in the region to date, which is 100.5 percent of the plan.
Emomali Rahmon took the opportunity to express gratitude to the region's residents and conscientious entrepreneurs for their patriotic work.
Speaking about the support of the Government of the Republic of Tajikistan, the head of state reported that over 11 billion somoni have been invested in the region's cities and districts through 92 state investment projects. Currently, 19 more projects are underway to further improve the well-being of the population and develop the region, with 2.6 billion somoni invested.
It was emphasized that these projects are primarily aimed at building and equipping schools, developing the energy sector, strengthening agriculture, ensuring resilience to natural disasters, and developing regional economic cooperation among Central Asian countries through the creation of transport and economic corridors.
In an analysis of the socio-economic development results of the Sughd region for the first ten months of this year, it was reported that although the tax collection plan, taking into account the social tax, was fulfilled by 106 percent, tax arrears tend to increase, which requires the timely adoption of necessary measures.
In response to the situation in the industrial sector, the head of state instructed officials to take additional measures to attract greater investment and develop import-substituting and export-oriented production.
Recalling the results of a working meeting held on April 25 of this year under his leadership on issues related to eliminating problems and unresolved issues in the energy sector, Emomali Rahmon instructed responsible officials to take strict measures to prevent the illegal and inappropriate use of electrical energy and other violations of the law.
To ensure the full and effective implementation of state agricultural programs, industry leaders and executive authorities, on the instructions of the Head of State, must ensure the timely and loss-free harvest of autumn crops, especially cotton, and prevent losses in poultry farming and beekeeping.
Instructions were given on preparing land for sowing, regularly supplying the domestic market with high-quality agricultural products, and increasing the country's export potential.
Analyzing the situation in the education sector, the President noted that, while dozens of educational facilities are under construction, 54 educational institution buildings in Sughd Region are in disrepair, and 32 require major repairs. Furthermore, four educational institutions are teaching in three shifts. Responsible agencies have been instructed to take specific measures to address these issues.
The region has 22 primary vocational education institutions with over 10,000 students and 22 secondary vocational education institutions with 23,000 students. However, the facilities at these institutions, particularly their laboratories and training and production equipment, require significant improvement. The heads of the region, cities, and districts have been instructed to take practical measures to repair and restore educational institutions and create favorable conditions for vocational training.
While reviewing the situation in healthcare and pharmaceuticals, Emomali Rahmon gave instructions to develop specific measures to establish pharmaceutical enterprises using modern technologies and standards, relying on the country's natural resources, including thousands of species of medicinal and healing plants.
The head of state also discussed issues of law enforcement, order, and service discipline, emphasizing that these are unsatisfactory in the region. Among the most alarming issues, numerous cases of unnecessary electricity losses, non-payments, misappropriation of electricity bills, and mounting debt for electricity consumption were highlighted.
In conclusion, the President once again drew the attention of the region's leaders and activists to the need for adequate preparation for the 35th anniversary of State independence, emphasizing that every citizen is obligated to make even greater efforts to strengthen the country's position on the international stage.
Following Emomali Rahmon's speech, the Chairman of the Sughd Region, Rajab Akhmadzoda, and the heads of the region's cities and districts presented reports on the implementation of government instructions and the development of various sectors in the region.
