The Government of the Republic of Tajikistan has approved a new state program for the provision of grants from the President of the Republic of Tajikistan to support and develop women's entrepreneurship for 2025–2030. The corresponding resolution No. 420 was signed on July 28, 2025, by the Chairman of the Government of the Republic of Tajikistan Emomali Rahmon.
According to the resolution, 15 million somoni will be allocated annually from the state budget for the implementation of the program. The funding is designed to provide 200 grants per year, the size of which varies from 40,000 to 110,000 somoni depending on the scale of the project, the number of jobs created and the degree of women's involvement in the economy.
“The program is aimed at realizing the rights and economic opportunities of women, expanding their participation in the entrepreneurial sphere, as well as creating new jobs, including in the areas of folk crafts, innovative entrepreneurship and climate-oriented projects,” the document says.
According to the decree, 10% of grants will be allocated annually to projects related to environmentally sustainable initiatives, which underlines the country's commitment to climate change and the "green economy".
Key parameters of the grant program
In accordance with the approved Rules for the provision of grants, the distribution of 200 grants for the year will be as follows:

25 grants of 110,000 somoni;

25 grants of 100,000 somoni;

25 grants of 90,000 somoni;
-
25 grants of 80,000 somoni;
-
25 grants of 70,000 somoni;
-
25 grants of 60,000 somoni;
-
25 grants of 50,000 somoni;
-
25 grants of 40,000 somoni each.
Support will be provided to women who are running or starting a business, including representatives of vulnerable social groups, women with disabilities, mothers of many children, as well as those who employ other women and girls.
Application Submission and Selection Procedure
Applications will be accepted after the official announcement in the media. The deadline for submission will be 45 working days from the date of publication. Applications will be accepted only in the state language and must include:

statement;

biography, passport details, tax identification number;

certificates of no debts, banking information;
-
a detailed business plan for the project with calculations and expected results.
Applications are reviewed by the grant commission under the Committee on Women and Family Affairs under the Government of the Republic of Tajikistan. The commission includes representatives of relevant ministries, government agencies and, if necessary, independent experts.
Projects will be assessed on a number of criteria, including social significance, innovation, contribution to the development of crafts, coverage of women's employment, and environmental focus. Preference will be given to projects that provide for the creation of jobs and the active involvement of women in the economy.
"Each application is reviewed within two months. The commission's decisions are drawn up in the form of a protocol. Based on the results of the competition, a reserve list is formed, allowing for the redistribution of unspent funds," explained the Committee for Women and Family Affairs.
Control and implementation
Grants are provided for a period of at least six months. The funds received can be spent on the purchase of equipment, raw materials and development of production, but not on construction, repairs or payment of wages and taxes. Reporting on each project will be carried out for two years. In case of violations or misuse of funds, the Committee has the right to go to court to return the grant to the republican budget.
To continuously monitor the implementation of projects, a monitoring group will be created that will carry out scheduled and unscheduled inspections.
Social focus
A grant recipient starting a business (start-up) must provide at least 3 jobs. When allocating a grant in the amount of 80,000-90,000 somoni – at least 5 jobs, and when receiving 100,000 somoni and above – at least 7 jobs.
According to the program provisions, grants are not provided to women who have overdue loans or who have already received similar grants and have not reported on them. Repeated participation in the program is possible after 5 years, subject to the successful implementation of the previous project.
The previously valid Resolution of the Government of the Republic of Tajikistan dated January 28, 2021 No. 5, regulating the procedure for providing grants for 2021–2025, is declared invalid.
The 2025–2030 programme reflects a renewed approach to supporting women’s entrepreneurship, focusing on start-ups, climate initiatives and social engagement, and strengthening mechanisms for monitoring the targeted use of funds.
