The State Duma Committee on State Building and Legislation has approved amendments to the Code of the Russian Federation on Administrative Offenses, which provide for the introduction of fines for the illegal transfer of a subscriber number or access to communication services to third parties. This is reported in the State Duma database.
According to the amendments, it is proposed to include a new article in the Code of Administrative Offenses – 13.29.1, establishing administrative liability for violating the rules for the provision of mobile communications services, including the transfer of a subscriber number in violation of the terms of the agreement.
For individuals, the fine will be from 30 to 50 thousand rubles. Individual entrepreneurs can be fined from 50 to 100 thousand rubles, and legal entities – from 100 to 200 thousand rubles.
It is noted that the transfer of a number for personal use, for example, to family members, will not be considered an administrative offense.
The amendments were introduced in preparation for the second reading of the bill concerning strengthening control in the sphere of transport and forwarding and telecommunications services.
