On May 28, a meeting of the Government of the Republic of Tajikistan was held under the chairmanship of the President of the Republic of Tajikistan, Chairman of the Government, and Leader of the Nation Emomali Rahmon, the press service of the head of state reported.
At the beginning, the Minister of Health and Social Protection of the Population, Jamollidin Abdullozoda, presented a report on the draft Program for the Prevention and Control of Diabetes in the Republic of Tajikistan for 2026-2030 and the draft Program for the Development of the Pharmaceutical Industry for 2026-2030.
It was emphasized that the Program for the Prevention and Control of Diabetes in the Republic of Tajikistan for 2026-2030 was developed with the aim of reducing the incidence of diabetes and mortality from it, using available resources for early diagnosis, improving specialized endocrinological care, ensuring access to all types of treatment, strengthening the material and technical base of healthcare institutions, and training scientific and practical personnel.
President Emomali Rahmon emphasized that, in addition to traditional measures, a healthy diet and lifestyle are crucial for effectively preventing diabetes, including through sports, physical education, and walks in cultural parks and the country's paradise-like natural environment.
During the discussion of the draft Program for the Development of the Pharmaceutical Industry in the Republic of Tajikistan, it was reported, in particular, that the purpose of its development and adoption is to create a favorable environment for scientific research, drug production, sustainable development of the pharmaceutical industry based on modern technologies, increase the production of substitute products, provide the population and healthcare sectors with drugs and domestic medical products, establish the cultivation, collection and processing of medicinal plants, as well as attract foreign investment for the development of the sector.
The President emphasized that it is necessary to make extensive use of existing opportunities to ensure domestic production of medicines within the country and to support entrepreneurs who produce these products.
During the meeting, the Minister of Education and Science of the country, Rahim Saidzoda, presented a report on the draft Program for the Protection of Children's Rights in the Republic of Tajikistan for 2026-2030.
It was emphasized that the purpose of adopting this project is to strengthen the state's social protection in the direction of protecting children's rights, developing the social services system and preventing cases of violence against children, as well as improving the conditions for their upbringing and education.
During a discussion of the draft Program for the Development of Seed Production in the Republic of Tajikistan for 2026-2030, President Emomali Rahmon described the activities of the relevant bodies in this area as unsatisfactory and gave specific instructions to correct existing shortcomings.
The Tax Administration Program for 2026-2030 was then discussed and adopted. The need to accelerate digitalization in this area was emphasized.
During the meeting, the situation with cement production and issues related to supplying the country's market with this product were also discussed.
During the meeting, it was emphasized that cement is currently one of the most important components of the development of the country's infrastructure, industry, and construction sector, and that a stable supply of this product to the domestic market is of significant socio-economic importance.
It was noted that in recent years, with the support of the country's government, the industry's production capacity has increased significantly, and the volume of cement production in the republic has grown from 300 thousand tons in 2014 to more than 5 million tons.
At the same time, the head of state paid special attention to the current situation on the cement market, including rising prices and product shortages in certain regions of the country.
At the meeting, it was noted that, despite the increase in production volumes, there are shortcomings in the activities of a number of industry structures related to the coordination of production activities, the use of existing capacities, market regulation, and control over the activities of distribution networks.
In particular, it was emphasized that certain manufacturing plants were shut down for repairs during the active construction season, and the activities of intermediaries and dealers in some cases influenced the rise in product prices.
President Emomali Rahmon noted that rising cement prices could impact the pace of construction work, housing costs, the implementation of social projects, and the development of the national economy.
After reviewing the issue, the responsible authorities were given specific instructions to stabilize the situation and provide the domestic market with cement.
In particular, the Ministry of Industry and New Technologies has been tasked with ensuring the full utilization of production capacities, coordinating the activities of enterprises, and organizing ongoing market monitoring.
The Antimonopoly Service, together with the relevant authorities, has been instructed to conduct an analysis and inspection of the activities of distribution networks, dealers, and intermediaries.
The Ministry of Economic Development and Trade, the Committee for Architecture and Construction, the Ministry of Energy and Water Resources, the Committee for Environmental Protection, the Main Directorate of Geology, the Ministry of Transport, and the State Unitary Enterprise Tajik Railways were also given relevant instructions related to ensuring market stability, developing production capacity, improving logistics, ensuring electricity supply, and complying with environmental standards.
President Emomali Rahmon emphasized that responsible ministries and agencies must take practical measures to quickly stabilize the cement market, protect consumer interests, and ensure sustainable development of the construction industry.
¬¬ The heads of the State Agency for Material Resources and the Tojikmatlubot society have been instructed to organize the purchase of cement from manufacturers and its sale in remote regions.
In connection with the situation on the domestic market, the heads of cement-producing companies have been given specific instructions to systematize construction and repair work.
Responsible officials in the sector were tasked with fully analyzing and discussing the situation in the cement market and submitting their proposals to the Government of the Republic of Tajikistan within a week.
The need to seriously prevent artificial increase in cement prices, which is done by some intermediaries and sellers for profit, was emphasized.
At the end of the meeting, ministries, departments, and executive bodies of state power were given instructions and recommendations to expand improvement and construction work and to comprehensively prepare for a fitting celebration of the great national holiday—the 35th anniversary of State Independence. Specifically, instructions were given to improve the quality of teaching the ancestral alphabet in all educational institutions as part of the education and promotion of Aryan history and culture.
