During an investigation, officers from the Department for the Prevention of Juvenile and Youth Delinquency of the Dushanbe Department of the Ministry of Internal Affairs identified two minors—both 12-year-old residents of the capital—who had been repeatedly brought to police stations for vagrancy and begging. This was reported by the Dushanbe Department of the Ministry of Internal Affairs.
In order to attract minors to education and upbringing, as well as to create favorable conditions for their further development, the parents of these children have previously been repeatedly and strictly warned.
However, it was established that the parents had been negligent in their parental responsibilities, engaging their young children in vagrancy and begging. They used the funds obtained in this way for personal purposes.
Taking into account the above circumstances, the requirements of Article 73 of the Family Code of the Republic of Tajikistan were applied to the parents of these children.
By decision of the Sino District Court of Dushanbe, the children were taken from their parents and placed in the secondary comprehensive school "Boarding School No. 1 for Orphans and Children Left Without Parental Care" in Dushanbe, where they received education and upbringing.
