On March 17, the fifth session of the Dushanbe Majlis of People's Deputies of the seventh convocation was held in the capital under the leadership of Rustami Emomali, Chairman of the Majlis of People's Deputies of Dushanbe. This was reported by the Information Department of the Dushanbe Mayor's Office.
The session was attended by the first deputy and deputy chairmen, the head of the office of the city chairman, heads of structural divisions of the office, enterprises and institutions of the city, chairmen of the city districts, heads of law enforcement agencies, local structures of central executive authorities, as well as representatives of the media.
At the beginning of the meeting, the deputies elected the session secretariat and approved the agenda items and the procedure for its work.
For the first time, the Chairman of the City Electoral Commission presented a report on the elections of deputies to the Majlis of People's Deputies of the city of Dushanbe and on the approval of the powers of deputies in electoral districts No. 2 and No. 21.


During the meeting, the deputies prematurely terminated the powers of deputies in electoral districts No. 32 and No. 47.
In connection with this, elections have been scheduled for May 20, 2026, to replace the deputies who left the constituencies No. 32 and No. 47, and a city electoral commission has been created.
The progress of the implementation of the "State Program for Promoting Employment of the Population of the Republic of Tajikistan for 2023-2027" in Dushanbe and the action plan of the executive body of state power of Dushanbe in this area were then discussed, as reported by the Deputy Chairman of Dushanbe.
Rustami Emomali gave specific instructions and orders to the First Deputy Mayor, Deputy Mayors of Dushanbe, the city district chairmen, and the heads of the city mayor's office's structural divisions to expand efforts to effectively implement the program's action plan.
It was also emphasized that it is necessary to mobilize all available opportunities to create new jobs in all sectors of the economy and services, attract preferential loans for entrepreneurial activity, and involve migrant workers, unemployed youth, and women in the development of folk crafts.
Deputies discussed the implementation of the "Program for the Development of Physical Culture and Sports in the Republic of Tajikistan for 2022–2026" in Dushanbe and the progress of the Dushanbe city executive body's action plan in this area. They also heard a report from the Deputy Mayor of Dushanbe on this issue.


In this regard, Rustami Emomali instructed the Deputy Mayor of Dushanbe, who oversees the sector, to work with the heads of Dushanbe's districts and relevant agencies to take specific measures to ensure the high-quality implementation of the program and action plan of the executive body of state power in Dushanbe regarding state policy in the field of physical culture and sports, attracting more residents to a healthy lifestyle, and developing professional sports.
It was also instructed to use all available opportunities in cooperation with the relevant structures for the proper preparation of athletes and the identification of new and talented individuals.
The deputies also discussed and approved a number of decisions made by the mayor of Dushanbe on personnel issues and other important areas of municipal governance.
At the conclusion of the session, Dushanbe Mayor Rustami Emomali expressed confidence that the capital's residents, through their construction and improvement work, would make a worthy contribution to the city's further development and, above all, to the fitting celebration of the national holiday—the 35th anniversary of State Independence.
