Tajikistan has completed a large-scale reform of its permitting system, aimed at creating a more favorable administrative environment for entrepreneurs and investors. As a result of these changes, 44 types of permits and 43 subcategories of their activities have been abolished, according to the country's State Committee on Investments and State Property Management.
The total number of permits, permitting documents, confirmation and approval acts has been reduced from 208 to 164, and the number of government agencies issuing permits has been reduced from 33 to 30. The reform covers three main groups of regulatory measures and is aimed at simplifying the business environment and increasing the country's investment attractiveness.
In particular, the number of valid permits was reduced from 78 to 68, permitting documents from 71 to 56, and confirmation and approval acts from 56 to 37.
The reform was made possible by amendments to the permitting system legislation signed by the President of the Republic of Tajikistan, Emomali Rahmon, on December 17, 2025. The law entered into force on December 23, 2025.
As noted, with the direct support of the head of state and taking into account international experience, Tajikistan is gradually implementing reforms aimed at improving legislation in the area of permitting, digitalizing processes, and regulating relations within the framework of a single regulatory act.
During the first stage of reforms, with the adoption of the Law of the Republic of Tajikistan "On the Permit System" in the 2023 edition, the number of permitting documents was reduced by 72 positions, or 25%, from 280 to 208.
According to experts, the implementation of these measures reduces not only the number of documents required for conducting business activities, but also the legal basis for initiating inspections by government agencies.
In addition to simplifying permitting procedures, the initiative reduces administrative burdens and risks for entrepreneurs, increases transparency and efficiency, and creates favorable and predictable conditions for sustainable business development and attracting domestic and foreign capital.
These reforms demonstrate Tajikistan's readiness to keep pace with global trends in creating a favorable business environment and occupying a competitive position to attract foreign investment.
