Ukraine and the United States have prepared an updated and revised framework document for achieving peace in Ukraine. This was stated in a joint statement published on the official websites of the White House and the President of Ukraine. The document was developed following talks held in Geneva. Its contents have not yet been made public.
According to the statement, both sides acknowledged the consultations as productive and reaffirmed that any future agreement must fully respect Ukraine's sovereignty and ensure a sustainable and just peace.
US Secretary of State Marco Rubio stated that the revised version of the Donald Trump administration's "peace plan" has high potential for implementation. Following talks with the Ukrainian delegation and European allies in Geneva on November 23, he announced that a "foundational document" had been created that would serve as the basis for further work.
Rubio noted that the parties will need additional time to resolve a number of issues, particularly the role of the European Union and NATO in the settlement process. Once agreed upon, the document must be endorsed by the US and Ukrainian presidents, which may require new contact between Donald Trump and Volodymyr Zelenskyy. According to Rubio, the Russian side will also need to express its position on future agreements.
The head of the Ukrainian President's office, Andriy Yermak, also noted the productivity of the negotiations held in Geneva.
Earlier, dpa and Reuters reported on European proposals to amend the "peace plan," which include softening several key provisions in favor of Kyiv. Specifically, Ukraine would not be required to cede Kyiv-controlled territories to Russia, nor would it provide for de facto recognition of territories captured by Russia during the war.
On November 20, the United States presented an initial draft of a 28-point peace plan. The document proposed that Ukraine withdraw its troops from Donbas, reduce its military, abandon long-range weapons, and join NATO. Before the Geneva talks, Donald Trump said Kyiv had not been sufficiently grateful for its efforts in developing the initial draft of the plan. A statement from the Ukrainian side noted that the delegation thanked the United States and Donald Trump personally.
