A modern transport and logistics center, "Fatkhobod," will be established in the Sughd region of the Republic of Tajikistan. On November 20, a trilateral agreement on technical assistance was signed in Dushanbe between the Eurasian Development Bank (EDB), the Ministry of Transport of the Republic of Tajikistan, and the State Institution "Center for the Implementation of Public-Private Partnership (PPP) Projects" under the State Committee on Investments and State Property Management of the Republic of Tajikistan, the press service of the Ministry of Transport reported.
The document was signed by Ruslan Dalenov, Deputy Chairman of the Management Board of the Eurasian Development Bank, Shoista Saidmurodzoda, Deputy Minister of Transport of the Republic of Tajikistan, and Alisher Fayzaliev, Director of the State Institution “Center for the Implementation of PPP Projects.”
The agreement launched a project by the Eurasian Development Bank's Technical Assistance Fund (EDB's TAF) to develop a preliminary feasibility study for the construction and operation of a transport and logistics center at the Fotekhobod border crossing, as well as to strengthen the competencies of specialists in assessing the effectiveness of infrastructure projects implemented through public-private partnerships.
The Fotekhobod border crossing is located in the Matcha district of the Sughd region on the border with Uzbekistan. The project is expected to strengthen Tajikistan's position as a key transport hub in the region and improve the efficiency of cross-border trade.
Vladimir Yakunin, EDB Director for the Republic of Tajikistan, noted that the creation of modern logistics infrastructure in Tajikistan holds great potential. "The development of a preliminary feasibility study for the Fotekhobod project will be an important step toward launching a large-scale initiative that could significantly improve the efficiency of cross-border trade. Following the feasibility study's completion, the EDB is prepared to consider financing the construction of a new logistics center. We are confident that the project will strengthen Tajikistan's position as an important regional transport hub," he said.
The development of modern logistics infrastructure is one of the priorities of the "State Program for the Development of the Logistics System of Tajikistan for 2023–2028," approved by Government Resolution No. 503 of October 28, 2023. The program includes the modernization of transport and logistics infrastructure, the preparation of high-quality design materials, and the creation of conditions for attracting investment in the sector.
The EDB's FCS project will improve the quality of infrastructure initiatives, enhance the professional competencies of specialists, and create a foundation for launching major investment projects. The implementation of the Fotekhobod center will be a key step in developing Tajikistan's transport and logistics system, enhancing the sector's investment attractiveness and laying the foundation for increased trade flows in the region.
The EDB continues to support projects aimed at expanding infrastructure connectivity, integrating regional markets, and promoting sustainable economic growth.
