State Duma Speaker Vyacheslav Volodin published his first post on the MAX messenger, which focused on the rules for couriers and taxi drivers, Rossiyskaya Gazeta reports.
He said parliament is currently working on a number of legislative initiatives, including a ban on courier activities for individuals convicted of certain crimes and increased administrative penalties for delivering food products without a health certificate.
The politician recalled that regions also have the right to introduce mandatory certification for couriers and taxi drivers, including testing their Russian language proficiency and knowledge of public conduct rules.
In total, 32 regions have imposed bans on courier activities of various kinds for foreign citizens working under patents. These include St. Petersburg, Amur, Volgograd, Voronezh, Kursk, Lipetsk, Nizhny Novgorod, Samara, and Saratov Oblasts, Krasnodar Krai, Primorsky Krai, the city of Sevastopol, and the Republics of Crimea and Sakha (Yakutia).
