A meeting of the Government of the Republic of Tajikistan was held under the chairmanship of the President of the Republic of Tajikistan, Chairman of the Government of the country, the esteemed Emomali Rahmon, the press service of the President of the country reported .
At the beginning of the meeting, the draft Law of the Republic of Tajikistan “On the State Budget of the Republic of Tajikistan for 2026” and the forecast of state budget indicators for 2027–2028 were considered.
It was noted that the draft Law on the State Budget for 2026 has distinctive features and provides for a number of new provisions and amendments.
As part of the development of national economic sectors, the State Budget of the Republic of Tajikistan for 2026, from all sources of revenue, is projected to be 65 billion somoni, an increase of 15.5 billion somoni, or 31.2 percent, compared to the approved budget for 2025. This figure will amount to 33.3 percent of the country's gross domestic product in 2026.
The State Budget for next year allocates 29.5 billion somoni for financing social sectors, which is 44 percent of the total budget expenditure or 15.1 percent of the gross domestic product.
Such significant expenditure on these areas, including education and healthcare, is seen as a manifestation of the country's government's special attention to the development of human capital.
Minister of Finance Fayziddin Kahhorzoda presented a report on the draft Law of the Republic of Tajikistan “On the State Budget of the Republic of Tajikistan for 2026”, as well as on the projected indicators of the state budget for 2027–2028 and on the draft Program of State External Borrowing of the Republic of Tajikistan for 2026 and projected indicators for 2027–2028.
It was noted that the State External Borrowing Program includes 52 loan agreements, including 36 current agreements and 16 agreements at the approval stage.
The purpose of developing the program is to ensure proper control over the attraction of external borrowed funds to Tajikistan and prevent the uncontrolled growth of external debt.
President Emomali Rahmon has instructed that additional effective measures be taken to find ways and means to increase state budget revenues, including by accelerating digitalization, transitioning to cashless payments in all areas, and the widespread use of modern technologies at border and customs checkpoints.
Minister of Education and Science Rahim Saidzoda presented a report on the draft State Target Program for the Development of Mathematical, Exact, and Natural Sciences for 2026–2030. He noted that the program was developed to continue an effective system of support and development in these fields, improve the effectiveness of scientific research and the implementation of innovative technologies, and integrate scientific and technological potential into priority areas of the country's socioeconomic development.
During the meeting, reports were also heard from officials on the proposal of the Majlis of People's Deputies of the Sangvor district to grant the status of a settlement to the village of Tavildara and its name, the preparation and holding of the Fourth International High-Level Conference on the International Decade for Action "Water for Sustainable Development, 2018–2028", as well as the establishment of the State Institution "Center for the Implementation of the Khutalon Hydroelectric Power Station Construction Project".
At the end of the meeting, President Emomali Rahmon gave specific instructions to the heads of ministries, departments, and executive bodies of state power on the implementation of state programs, compliance with current laws, and decisions of the Government of the Republic of Tajikistan.
Instructions were also given on the high-level organization of events for the autumn-winter period of 2025-2026, ensuring the harvesting of fruits and vegetables without losses, creating sufficient reserves of food and fuel, and expanding landscaping work in anticipation of the 35th anniversary of the State Independence of the Republic of Tajikistan.
