As a result of a Russian airstrike on Sumy on the night of October 31, 11 people were injured, including four children, the State Emergency Service reported in the morning. Regional police reported 15 casualties .
"As a result of a hit to a nine-story residential building, five apartments and seven balconies on the upper floors caught fire. Emergency Service personnel rescued 12 residents of the apartment building. Two commercial buildings caught fire in the private sector, and the blast wave damaged a one-story five-apartment building. The most extensive damage and large-scale fires occurred at an infrastructure facility," the Emergency Service said in a statement. Police reported that the damaged premises included a gas station, a train station, an oxygen station, a diesel locomotive, a dormitory, three multi-story residential buildings, and four cars.
According to Oleg Grigorov, head of the Sumy Regional Military Administration, ten Russian drones were launched at Sumy alone in an hour.
Railroad infrastructure was also hit. A passenger depot in Sumy was attacked, destroying its maintenance facilities and rolling stock. Furthermore, the railway was damaged in the Kharkiv region, near the frontline town of Lozova.
Ukrainian President Volodymyr Zelenskyy also reported casualties in the attack on the Sloviansk Thermal Power Plant (TPP) in the Donetsk region on October 30. He said two power plant workers were killed.
"A few hours ago, there was a strike on the Slavyansk Thermal Power Plant, a strike by Russian bombs. Unfortunately, two people were killed. There are wounded. And this is purely an act of terrorism. The target was energy. The strike was complex, combined, and deliberately calculated; it was difficult to counter," Zelenskyy said in his daily address on the evening of October 30.
The Ukrainian Ministry of Energy confirmed that two power engineers, Sergey Dyachenko and Mikhail Grigoriev, were killed in the Russian airstrike on the Slovyansk Thermal Power Plant. Five more plant workers were injured, and the strike damaged equipment in the engineering and laboratory building.
Zelensky emphasized that throughout the day of October 30, in Ukraine, "from Zaporizhzhia and Mykolaiv to Frankivsk and Vinnytsia Oblasts," following the massive Russian strike overnight, power workers worked to restore the networks damaged by the strike.

On the night of October 30, Russia launched a massive missile and drone strike on Ukraine's energy infrastructure: the Dobrotvir Thermal Power Plant in the Lviv region, the Burshtyn and Kalush Thermal Power Plants in the Ivano-Frankivsk region, and the Ladyzhyn Thermal Power Plant in the Vinnytsia region.
Zaporizhzhia was also hit: several floors of a dormitory were destroyed, 17 people were injured, including women and children, and a person’s body was recovered from under the rubble.
A seven-year-old girl died in a hospital in the Vinnytsia region as a result of a Russian strike on the night of October 30. Four adults were wounded, two of whom were hospitalized. Twenty-three residential buildings and critical infrastructure were damaged.
Russia also shelled the Kyiv region : a 36-year-old woman was wounded there as a result of a strike on Boryspil.
The cities of Dnipro and Sumy were also hit by Russian missile strikes. Ukrainian Railways (Ukrzaliznytsia) reported that the shelling knocked out power to tracks in the Mykolaiv region, causing train delays.
In total, according to the Ukrainian Air Force , Russia launched 52 missiles (9 ballistic, including Kinzhal, Iskander-M/KN-23, and Kalibr) and 653 UAVs of various types (including about 400 Shahids) at Ukraine on the night of October 30.
The Russian Ministry of Defense stated that strikes on the night of October 30th targeted "facilities of Ukraine's military-industrial complex," energy infrastructure supporting their operation, and military airfields (Boryspil is home to a civilian airport serving Kyiv). According to the Russian military department, the strikes involved "air-, sea-, and land-based weapons, as well as drones."
