Deputies of the State Duma of the Russian Federation from the parliamentary faction "New People" proposed that the Ministry of Internal Affairs of the Russian Federation consider the possibility of introducing a monetary reward for citizens who provide reliable information about violations of migration legislation by foreign citizens. This was reported by RIA Novosti with reference to a document sent to the head of the Ministry of Internal Affairs of the Russian Federation Vladimir Kolokoltsev.
The appeal prepared by the deputies emphasizes that the possibility of introducing a so-called "payment for vigilance" is being considered. It is assumed that citizens will be able to receive material compensation for reporting cases of foreign citizens staying in Russia without the necessary registration, work permit or valid visa.
“We propose considering the possibility of introducing a mechanism for paying monetary compensation to citizens for providing reliable information about facts of violation of migration legislation by foreign citizens, for example, about the presence in the country of persons without the necessary registration at the place of stay, without a work permit, without a valid visa, etc.,” the text of the appeal says.
The proposed initiative also proposes to tighten administrative measures against violators. In particular, the deputies propose to increase the fine for violating migration rules from the current 2-7 thousand rubles to 100 thousand rubles in cases where a decision is made on administrative expulsion.
In addition, the initiators propose confiscating the property of illegal migrants in favor of the state. At the same time, 50% of the funds received from the payment of the fine and the sale of the confiscated property, according to the authors of the initiative, should be sent to the citizen whose report became the basis for identifying and bringing the offender to justice.
Deputies are confident that the introduction of such mechanisms will strengthen migration control and provide an additional incentive for citizens to participate in the fight against illegal migration.
The Russian Ministry of Internal Affairs has not yet commented on this proposal.
