In the fourth quarter of 2025, over 35% of migrants arriving in Russia failed their first exam in Russian language, history, and fundamentals of legislation, RIA Novosti reported, citing the Russian Ministry of Science and Higher Education.
Between October and December, more than 201,500 people took the comprehensive assessment to obtain a work permit or patent. The overall pass rate was 87.9%, but only 64.5% of candidates passed on their first attempt.
The examination system comprises three levels depending on the status sought: a work permit, a temporary residence permit, or a permanent residence permit. The test consists of three sections assessing knowledge of the Russian language, Russian history, and the fundamentals of Russian law.
The Ministry also provided data for the third quarter of 2025. A total of 1,223 people took the temporary residence permit exam, of which 70.6% passed, while 39.5% of migrants failed the exam on their first attempt.
More than 11,500 people took the residence permit exam in the third quarter. 82.3% of them passed, while 29.6% failed on their first attempt.
The ministry added that the examination campaign was organized at 203 locations across Russia, including locations in Tajikistan and Uzbekistan.
