General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping on Monday called for advancing comprehensive stricter Party governance based on higher standards and more concrete measures.
Xi Jinping, also China's president and chairman of the Central Military Commission, made the call at the 5th plenary session of the 20th CPC Central Commission for Discipline Inspection in Beijing.
Xi Jinping called for more scientific and effective measures to imprison power in a "cage" of order, and to continue the fight against corruption with a clearer understanding and determination, so as to provide a reliable guarantee for achieving the goals and tasks for the 15th Five-Year Plan period (2026-2030).
Xi Jinping noted that in 2025, the CPC Central Committee made tremendous efforts to advance the work of improving Party conduct, building an incorruptible apparatus, and combating corruption, achieving significant results in these areas. Xi Jinping stated that the fight against corruption continued intensified, and measures were taken to eradicate the grounds and conditions for its occurrence.
Xi Jinping emphasized that the implementation of the CPC Central Committee's major decisions and plans is a fundamental requirement for maintaining its authority and unified centralized leadership.
Party organizations at all levels, as well as Party members and cadres, must implement the decisions and plans of the Fourth Plenary Session of the 20th CPC Central Committee with concrete actions, he said.
Xi Jinping noted that confining power to a "cage" of order is an important task for comprehensively strengthening intra-Party governance in the new era.
He emphasized that everyone is equal before the law and regulations, and that their observance does not allow for any privileges, and their implementation does not allow for any exceptions.
Xi Jinping emphasized that the fight against corruption is a serious struggle, and defeat in it is intolerable and absolutely unacceptable.
He stated that the current situation surrounding the fight against corruption remains serious and complex, and the task of eradicating the conditions and grounds for its manifestation remains extremely challenging. Xi Jinping added that a firm stance must be maintained to ensure that corrupt officials have nowhere to hide.
Stressing the need to constantly monitor new trends and characteristics of corruption, Xi Jinping called for efforts to implement innovative methods and approaches, promptly detect and accurately identify corrupt practices, and effectively combat all forms of corruption in order to continuously improve the effectiveness of anti-corruption efforts.
He also called for strengthening coordination between all forms of oversight to promote integrated governance through collaboration across the entire process, as well as relentless efforts to build a pool of disciplinary inspection and oversight personnel distinguished by loyalty, integrity, and a willingness to assume responsibility. This "iron army" must be capable of resolutely and effectively combating violations of Party discipline.
The plenum was attended by members of the Standing Committee of the Politburo of the CPC Central Committee Li Qiang, Zhao Leji, Wang Huning, Cai Qi and Ding Xuexiang.
Li Xi, a member of the Standing Committee of the Politburo of the CPC Central Committee and Secretary of the CPC Central Commission for Discipline Inspection, presided over the plenary session. On Monday afternoon, Li Xi also delivered a progress report on behalf of the Standing Committee of the CPC Central Commission for Discipline Inspection.
