153 students at the Istaravshan boarding school for orphans and children left without parental care received New Year's gifts from the President of the Republic of Tajikistan, Emomali Rahmon. Representatives of the Government of the Republic of Tajikistan and the city's executive authority presented the gifts, which included clothing and sweets. A festive feast was also organized for the students, according to the Istaravshan executive authority.
In his Address to the Majlisi Oli on April 16, 2005, the head of state, Emomali Rahmon, emphasized: “Addressing orphans and children left without parental care, persons with disabilities and lonely elderly people, as well as participants and disabled veterans of the Great Patriotic War, I declare that I will never leave you destitute, I will not abandon you alone and without support.”
