Fighting that continued over the weekend has resulted in an increase in civilian casualties in Ukraine, as well as significant damage to the country's critical infrastructure, the UN Office for the Coordination of Humanitarian Affairs (OCHA) reported on Monday.
According to Ukrainian authorities, more than ten civilians were killed and over 70 others were injured between Friday and early Monday morning, including two children. Disruptions to basic services were reported in more than 270 settlements across the country.
The attacks are taking place against a backdrop of harsh winter conditions. Recent shelling has already led to power and heating outages.
The Odessa region, which is subject to near-daily attacks, has been particularly hard hit. On Friday, an overnight attack on port infrastructure killed eight civilians and injured 27 more. Tens of thousands of residents in the region remain without power.
Hundreds of thousands of people were affected by damage to energy infrastructure in the Dnipropetrovsk, Kharkiv, and Mykolaiv regions. Ukrainian authorities also reported that a humanitarian aid warehouse was damaged in the Mykolaiv region. A medical facility and a school were also damaged in the attacks.
The OCHA reported that in the Sumy region, approximately 40 people have been evacuated to safer areas over the past three days. In the Donetsk region, approximately 330 civilians, including 50 children, have been evacuated.
Since June, nearly 150,000 people have been evacuated from frontline areas, including more than 16,500 children and over 5,000 people with limited mobility.
This year, humanitarian workers have provided assistance to 700,000 people in areas near the front lines. However, due to funding shortages, more than one million people remain without access to clean water, and capacity to provide protection services and assistance to survivors of gender-based violence remains limited.
The $2.6 billion humanitarian aid plan for Ukraine for 2025 has been only partially funded—less than $1.4 billion, which is about half of the required amount.
