Ukraine, the United States, and European Union countries continue to work on formulating a unified position that will define the contours of a possible peace agreement with Russia, including security guarantees for Kyiv. This was announced by a representative of the French presidential administration on Friday, December 12.
"Our goal is to develop a common framework that will serve as a solid foundation for negotiations. This common position should unite Ukraine, the United States, and European countries. It will allow us to jointly formulate a negotiating proposal—a solid and long-term one that respects international law and Ukraine's sovereign interests—a proposal that American negotiators are ready to present to Russia," the French representative noted at a briefing at the Élysée Palace.
According to him, the joint document is not yet ready, but all parties will continue negotiations in the coming days through telephone contacts and meetings. The representative did not specify whether Washington had set a specific deadline for completing the negotiations.
Controversy over the American plan
Kyiv is facing pressure from the White House, which insists on a swift peace. However, Ukraine has rejected the US-proposed plan, presented last month and widely perceived as advantageous to Moscow.
Britain, France, and Germany, along with their European partners and Ukraine, have been working in recent weeks to refine the initial US proposals, which included territorial concessions to Russia, Ukraine's abandonment of its NATO aspirations, and a limitation on the size of its armed forces.
The French representative clarified that the talks are aimed at narrowing differences with the United States and focus on Ukraine's territorial integrity and possible security guarantees following a peace agreement. Ukraine has made it clear that it does not intend to cede its territory to Russia.
Security guarantees and the European perspective
The possibility of including provisions similar to Article 5 of the NATO Charter in future agreements is being discussed, which would involve the participation of the United States and provide Ukraine with confidence in the event of further aggression from Russia.
European countries are also under pressure due to US proposals that affect NATO and EU issues, including Ukraine's accelerated accession to the EU. "Ukraine's European perspective is clear and realistic. We are committed to this goal, and it is up to Europeans and Ukrainians to decide how to proceed," the Elysée Palace spokesman emphasized.
