On December 9, 2025, the 39th meeting of the Consultative Committee of the Heads of Legal Services of the Ministries of Foreign Affairs of the CIS Member States was held in Dushanbe under the Chairmanship of the Republic of Tajikistan. This was reported by the Ministry of Foreign Affairs of Tajikistan.








The meeting was attended by heads and experts from the legal services of the foreign ministries of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, as well as representatives of the legal department of the CIS Executive Committee.
Participants discussed and exchanged views on current issues of international legal cooperation and law enforcement practices within the CIS.
Given that the meeting was held on the eve of International Human Rights Day, celebrated annually on December 10, participants were informed of the resolution "The Cyrus Manifesto: An Early Charter on Human Rights and Cultural Diversity." The document was adopted at the initiative of the Republic of Tajikistan on November 6, 2025, during the 43rd session of the UNESCO General Conference.
The discussion highlighted the historical and spiritual significance of the Cyrus Manifesto as one of the first humanist documents proclaiming the values of freedom of conscience, respect for cultural diversity, and peaceful coexistence. The document reflects efforts to establish a system of governance based on spiritual and ethical values accumulated over millennia.
