A Government meeting was held under the chairmanship of the President of the Republic of Tajikistan and Chairman of the Government, Emomali Rahmon. At the beginning of the meeting, Minister of Energy and Water Resources Deler Juma delivered a report on the Electric Power Sector Development Program for 2026–2030.
It was noted that the draft resolution was developed and presented with the aim of ensuring energy security and the efficient use of electricity, which is one of the key goals of the National Development Strategy of the Republic of Tajikistan.
According to the data presented, the following indicators are planned to be achieved as a result of the Program's implementation: 2,680 MW of new electricity production capacity through the construction of new hydroelectric power plants; 253 MW of additional capacity through the reconstruction of existing power plants and the restoration of 440 MW of lost capacity due to equipment depreciation; the generation of 1,500 MW of energy from solar sources; a reduction in electricity losses in transmission networks to 3%, in distribution networks to 9%, and an increase in electricity exports to 5 billion kWh.
Emomali Rahmon instructed ministries, departments, and executive bodies of state authorities in regions, cities, and districts to take the necessary measures to implement this Program and its action plan, and to report annually on the results achieved. Furthermore, he instructed them to study the installation of solar panels on residential buildings and their integration with the country's electrical grid. He emphasized the need to widely promote energy efficiency among the population.
The meeting also considered the draft Law of the Republic of Tajikistan "On Amending the Criminal Code of the Republic of Tajikistan," prepared to address existing shortcomings in the energy sector. It was emphasized that this law provides for increased criminal liability for the illegal use of electricity, including in cryptocurrency production. Following discussion, the draft law and the draft Law of the Republic of Tajikistan "On Amending and Supplementing the Law of the Republic of Tajikistan 'On Other Mandatory Payments to the Budget'" were approved and submitted to the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan for consideration.
During the meeting, the following state programs were reviewed: development of culture and art for 2026–2030; development of exports of the Republic of Tajikistan for 2026–2030; development of specially protected natural areas for 2026–2030; the Program for Development and Digitalization in the Executive Body of the Republic of Tajikistan for 2026–2030; and the Program for Combating the HIV and Viral Hepatitis Epidemic for 2026–2030. These documents were submitted to the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan for consideration. Following the discussion, the necessary decisions were made.
The President of the Republic of Tajikistan gave instructions to the relevant government officials on the issues discussed at the Government of the Republic of Tajikistan meeting. Other instructions were also given on pressing issues, including accumulating sufficient food reserves, ensuring a well-organized winter season, preparing for and conducting agricultural work in compliance with agricultural requirements, and expanding landscaping and construction work in anticipation of the 35th anniversary of state independence.
