On September 23, 2025, President of the Republic of Uzbekistan Shavkat Mirziyoyev addressed the 80th session of the United Nations General Assembly in New York. In his speech, the head of state outlined an ambitious national development program, outlined Uzbekistan's position on global challenges, and proposed a number of initiatives aimed at strengthening international cooperation and bolstering Central Asia's role as an independent center of power.
Mirziyoyev noted that the global system is facing a crisis of trust and growing conflicts, and called for reform of the UN, particularly the Security Council, to ensure more equitable representation of developing countries.
A separate section of his speech was devoted to reforms in Uzbekistan. The president emphasized that the poverty rate in the country has decreased from 35% to 6.6%, education enrollment has increased significantly, green technologies are being developed, and small businesses are supported. "The goal of our reforms is a dignified life for every citizen," the head of state declared.
Among his new initiatives, Mirziyoyev proposed hosting the World Summit on Vocational Education in Uzbekistan, as well as a high-level event at UN Headquarters dedicated to the fight against childhood cancer and other serious diseases. He placed particular emphasis on narrowing the digital divide and the application of artificial intelligence in medicine, education, and culture.
A key part of his speech was the concept of a "New Central Asia." The President noted the fivefold increase in mutual trade and investment in the region and proposed creating a UN-sponsored economic development forum, as well as a hub for green technologies and water resource management programs.
Speaking on the international agenda, Mirziyoyev emphasized the need to support Afghanistan and a diplomatic resolution to the crisis in Ukraine. He called for a peaceful resolution to the Palestinian-Israeli conflict based on a "two-state" solution. Uzbekistan also proposed transforming the regional counter-terrorism council into an International Competence Center and establishing an office of the UN Office of Counter-Terrorism in Tashkent.
Shavkat Mirziyoyev's speech confirmed that Uzbekistan intends not only to continue domestic reforms but also to play an increasingly active role in international affairs, putting forward initiatives of global significance.
