Diplomatic relations between the Republic of Tajikistan and the Kyrgyz Republic were established on January 14, 1993 and have since demonstrated dynamic development in all directions. The principles of good neighborliness, traditional partnership and aspiration are at the heart of Tajik-Kyrgyz cooperation. This was reported by NIAT "Khovar" with reference to the Embassy of the Republic of Tajikistan in the Kyrgyz Republic.
Today, there is a ramified legal framework in place between the two countries, including 139 documents covering various areas of cooperation. The fundamental documents in interstate relations are:
Treaty on Basic Interstate Relations of July 12, 1996;
Agreement on good-neighbourly and partnership relations of May 26, 2004;
Treaty on the Tajik-Kyrgyz state border, signed on March 13, 2025.
Political contacts between Dushanbe and Bishkek are carried out both in a bilateral format and at the sites of international organizations, including the UN, CIS, SCO, CSTO and others. Over more than 30 years, 14 visits at the presidential level have taken place, the last of which took place on March 12-13, 2025. The President of the Republic of Tajikistan, Leader of the Nation, the respected Emomali Rahmon, during a state visit to the Kyrgyz Republic, held talks with the President of Kyrgyzstan, as a result of which a Border Treaty was signed, which was the result of almost 23 years of negotiations on delimitation and demarcation issues.
The parties also agreed to establish an Intergovernmental Council under the leadership of the Prime Ministers to coordinate trade and economic cooperation. With the participation of the presidents, the Guliston (Kyzyl-Bel) and Madaniyat (Kairagach) checkpoints were reopened via videoconference, which became a symbol of strengthening trust between the countries.
Economy and energy: from mutual supplies to strategic projects
Trade turnover between Tajikistan and Kyrgyzstan in 2024 exceeded $12.2 million, an increase of 4.3% compared to 2023. In the first quarter of 2025, the trade volume amounted to $6.1 million. The figure increased by 29.8%, indicating positive dynamics of bilateral cooperation.
Energy remains one of the key areas of cooperation. Completion of the infrastructure construction within the CASA-1000 project has become an important stage in strengthening the region's energy security. On March 31, 2025, in the presence of the leaders of Tajikistan and Kyrgyzstan, the 500 kV Datka-Sughd power transmission line, approximately 480 km long, connecting the energy systems of the two countries, was launched via video link. Green electricity will be exported to Afghanistan and Pakistan in the summer.
Regional initiatives and cultural relations
An important event was the celebration of International Navruz on March 31, 2025, in the Sughd region of Tajikistan with the participation of the leaders of Tajikistan, Kyrgyzstan and Uzbekistan. As part of the event, the Khujand Declaration on Eternal Friendship was signed, confirming the desire to strengthen regional unity and cultural ties.
Border settlement: a course towards dialogue
A serious impetus was given in December 2024 in the Batkent region of Kyrgyzstan, where a meeting of the co-chairs of the government commissions on the border was held. As a result, a Protocol on determining the border was signed, which became a practical step towards the final settlement of one of the most sensitive issues on the bilateral agenda.
Tajik-Kyrgyz relations continue to develop progressively, characterized by deepening political dialogue, expanding economic ties and implementing major infrastructure projects. The signing of the border agreement, the launch of CASA-1000, and the intensification of trade and cultural ties indicate a transition to a new stage of partnership based on mutual respect, pragmatism and a strategic vision of the future.
