Tajik President Emomali Rahmon stated that the justice system's performance in providing public services requires significant improvement. The head of state made this statement on July 14 during his speech at the opening ceremony of the new Ministry of Justice building.
According to the President, despite the digitalization process that has begun, the pace of its development does not meet modern requirements.
Emomali Rahmon noted that the Ministry of Justice is assigned 72 types of public services in the Register of Public Services. However, only nine of these are currently accessible to the public through the Unified Portal of Public Services.
The President called this figure unsatisfactory for the agency responsible for providing important legal services. He emphasized that maintaining paper-based services, artificially creating queues, requiring repeated requests from citizens, and requiring excessive documentation are causing public discontent and creating conditions for corruption.
The head of state also noted persistent instances of delays in processing citizens' requests for assistance. He noted that instances of rude behavior on the part of civil registry office staff and state notaries, as well as artificial delays in processing issues, continue to occur.
According to the data provided, from 2016 to 2025, the Executive Office of the President of the Republic of Tajikistan received 1,200 appeals related to the activities of justice agencies. Of these, 314 were complaints against the actions of system employees.
