Tajik President Emomali Rahmon has warned of persistent corruption in the justice system and demanded that internal controls be strengthened, employee accountability be increased, and any abuse of power be eliminated.
The head of state announced this while speaking at the opening ceremony of the new building of the Ministry of Justice, which took place on the eve of the 35th anniversary of the State Independence of the Republic of Tajikistan.
According to the President, despite the ongoing reforms, serious shortcomings remain in the activities of justice agencies, including corruption offenses.
"According to data from the Agency for State Financial Control and the Fight against Corruption, over the past ten years, that is, from 2016 to the present, 129 justice officials have committed corruption crimes," Emomali Rahmon noted.
He reported that during this period, the prosecutor's office opened 121 criminal cases against responsible employees of the Ministry of Justice and subordinate structures.
Of these, 15 criminal cases were initiated against employees of city and district notary offices, 30 against the heads and employees of civil registry offices, and 76 against officials of institutions of the penal system.
The President also addressed the ongoing challenges in providing government services. He stated that the continued use of paperwork, artificial queues, repeated citizen requests, and excessive document requirements create conditions for corruption and fuel public discontent.
In addition, the head of state noted instances of late consideration of citizens' appeals, rude behavior on the part of civil registry office and state notary staff, and artificial delays in the consideration of issues.
According to the data provided, from 2016 to 2025, the Executive Office of the President of the Republic of Tajikistan received 1,200 appeals related to the activities of justice bodies, of which 314 were complaints about the actions of employees.
Emomali Rahmon focused particularly on the activities of the Main Directorate for the Execution of Criminal Punishments. He stated that the system continues to record violations of the law, crimes, and improper performance of official duties, leading to violations of the rights of suspects, accused, defendants, and convicts.
The President instructed the agency's leadership to conduct a comprehensive review of the internal control system, strengthen personnel management, improve operational efficiency, take measures to prevent the smuggling of prohibited items into correctional facilities, and ensure strict adherence to the rule of law.
In connection with the adoption of the "Amnesty Law" for the 35th anniversary of State independence, the head of state also demanded that it be applied correctly and impartially, eliminating any manifestations of corruption in the implementation of the document.
In conclusion, Emomali Rahmon emphasized that justice officials must serve the people with a high degree of responsibility, integrity, and strict adherence to the law, and that the fight against corruption must remain a key focus of the agency's work.
