Russian authorities are preparing legislative amendments aimed at tightening the medical examination procedures for foreign citizens. The corresponding bills have been submitted to the State Duma for consideration. This was announced on January 16 by State Duma Deputy Speaker and Chair of the Migration Policy Committee Irina Yarovaya.
According to her, the new measures concern the escort of migrants, monitoring, and the reliability of their health status confirmations. The fine for foreign citizens who fail to undergo medical examinations will be increased more than twelvefold, from the current amount to 25,000–50,000 rubles.
"Considering that the legality of a foreign citizen's presence in Russia must be confirmed by unconditional compliance with health status verification requirements, we are increasing the penalty for evading a medical examination by more than 12 times—to 25,000–50,000 rubles," the commission chairperson stated.
Furthermore, courts will be empowered to deport violators from Russia if necessary. Penalties for late payment of fines will also be introduced as an additional disciplinary mechanism to ensure compliance with safety requirements.
The bills stipulate penalties for clinics that violate procedures for conducting medical examinations of foreign citizens. For non-compliance, medical organizations face fines ranging from 300,000 to 1 million rubles or suspension of operations for 14 to 90 days.
Migrants who use fake medical examination certificates face imprisonment for up to four years and a fine of between 500,000 and 1 million rubles.
Irina Yarovaya emphasized that these initiatives are logical and consistent. "These measures will significantly impact crime prevention and deterrence, increasing the prevention of abuses in the health screening of foreign nationals and the issuance of medical documents," she noted.
The draft laws were reportedly developed within the framework of the Russian Federation's overall national security strategy. The initiatives received the full support of the government, the Supreme Court, law enforcement agencies, and various government departments.
