As part of the implementation of the Presidential quota for the 2025–2026 academic year, 1,269 places have been allocated for admission to higher education institutions. This was announced during a press conference by the Ministry of Education and Science.
As the department noted, the competition for the presidential quota was held in 61 cities and districts of the republic. The main goal of the quota is to support talented youth from remote and socially vulnerable regions, ensure equal access to education, and train highly qualified national personnel.
To participate in the quota competition, students must submit a package of documents, including a decision by the secondary school's pedagogical council, a transcript with a report card certified by the principal's signature and the school seal, a medical certificate (Form No. 038), a copy of a passport or other identification document, and a registration certificate (for males). Six 3×4 cm photographs and other required documents must also be submitted.
The selection of applicants is carried out in three stages:

School stage – with the participation of at least three candidates for each specialty;

City or district stage – with the participation of the winners of the first round, but no more than six candidates per specialty;

Republican stage – with the participation of applicants who have passed the selection.
All documents are submitted once and remain valid throughout all stages of the competition. Selection committees are comprised of representatives from education and local authorities. Test assignments are developed and approved by the National Testing Center in accordance with state educational standards and with strict confidentiality.
According to the Ministry, the implementation of the presidential quota in education continues to promote social justice and stimulate young people's interest in obtaining a quality education.
