The 81st meeting of the Council of Heads of Customs Services of the Commonwealth of Independent States (CIS) was held in Dushanbe. The event, held in person, was prepared by a meeting of customs experts held on September 25. Following the Council meeting, the 51st meeting of the Joint Board of Customs Services of the Eurasian Economic Union member states was held, according to the CIS Executive Committee press service.
The meeting was attended by the heads of customs services of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, representatives of Turkmenistan and the CIS Executive Committee.

In his welcoming remarks, First Deputy Prime Minister of Tajikistan Kholikzoda Khokim emphasized that the Council of Heads of CIS Customs Services and the Joint Board of Customs Services of the Eurasian Economic Union (EAEU) are authoritative platforms for coordinating customs cooperation issues and developing effective interactions.
The meeting was opened by the head of the Customs Service under the Government of Tajikistan, Korimzoda Khurshed, who noted that in today's environment, customs services must consolidate their efforts and find practical solutions to deepen cooperation.
The Council Chairman, Head of the Federal Customs Service of Russia, Valery Pikalev, thanked the Tajik side for organizing the event. The Council Secretary provided information on the implementation of the decisions of the previous meeting.
During the meeting, participants discussed the experience of identifying passenger cars with hybrid powertrains, the practice of organizing customs control over temporarily imported containers used for international cargo transportation, and issues of classifying certain goods.
The heads of customs services signed an agreement establishing a Center for Expertise and Research for Customs Purposes for the CIS countries, approved the composition of the Working Group on Goods Classification, adopted the Council's Work Plan for 2026, and updated the Regulations on the Committee of Heads of Law Enforcement Units of the CIS Customs Council. Executive secretaries were also appointed, and a number of bilateral agreements were signed between the customs services of the CIS countries.
The next, 82nd meeting of the Council is planned to be held in the first half of 2026 in Kazakhstan, and the expert meeting will be held in the first quarter of 2026 in Moscow.
