The international forum "Bridge of Trust and Development" was successfully held in Dushanbe, with the participation of a delegation from the Securities and Exchange Organization of the Islamic Republic of Iran (SEO) and the Ministry of Finance of the Republic of Tajikistan. The event, held on October 25, 2025, at the Hilton Hotel, brought together representatives of the two countries' highest government bodies, regulators, the professional financial community, and international experts.
Opening the forum, Tajikistan's Minister of Finance Faiziddin Qahhorzoda, Chairman of the Board of the Securities and Exchange Organization of Iran Dr. Hojatullah Saeedi, Iran's Ambassador Extraordinary and Plenipotentiary to Tajikistan Alizar Khokian, and First Deputy Chairman of the Committee for Environmental Protection under the Government of Tajikistan Isfandiyor Shukurzoda emphasized the importance of comprehensive cooperation between the two countries, including the exchange of experience, training of specialists, and the development of Islamic and "green" financial instruments.
The official SEO delegation included highly qualified specialists led by Dr. Hojatullah Saidi, including Dr. Homidi Yori, Dr. Amir Lali, Dr. Amir Behdod Salami, Messrs. Karim Karimi and Majid Puyanmehr, and Ms. Mariam Safarion.

Thematic sessions on “Introduction to the Iranian capital market”, “Islamic finance mechanisms”, “ESG and green finance”, “Corporate governance and control in emerging markets”;

Panel discussions with regulators, banks, insurance companies and potential issuers;

B2B and G2B negotiations to expand practical connections and exchange experiences.
The forum included an exchange of regulatory experience and seminars on Islamic finance, ESG, and the mobilization of green finance. For the first time in Tajikistan, international certification of financial market specialists was held. Upon completion of the training program, more than 80 participants—representatives of ministries and agencies, the National Bank of Tajikistan, the banking and insurance sectors, and large domestic companies—received official certificates of completion, ushering in a new stage in the professional development of the country's financial market.
"This visit is an important practical step in strengthening bilateral cooperation and developing financial institutions. Sharing experience with the Securities and Exchange Organization of Iran will accelerate the implementation of modern financial instruments, including Islamic and "green" mechanisms, and improve the quality of control procedures," noted Faiziddin Qahhorzoda, Minister of Finance of Tajikistan.
Forum participants received interregional recommendations for adapting Islamic financial instruments and ESG initiatives to national conditions. The parties agreed to establish a working group to develop pilot projects and digitalize the trading platform infrastructure, and discussed the possibility of regularly exchanging experts and recognizing the professional qualifications of the two countries' regulators.
The forum concluded with closing remarks by Deputy Minister of Finance Shamsul Khairullo Khairullozoda, after which participants received official certificates of completion. The event made a significant contribution to strengthening international cooperation, attracting sustainable and long-term investment, and developing the Tajik economy.
The Bridge of Trust and Development Forum has established itself as a practical platform for the exchange of knowledge and experience, as well as for developing concrete steps to modernize the national financial infrastructure.
