NATO countries may send up to $15 billion worth of American weapons to Ukraine under the new PURL (Prioritized Ukraine Requirements List) program, US Permanent Representative to NATO Matthew Whitaker said in an interview with Bloomberg Television on Tuesday, October 28.
According to him, Ukraine is slated to receive approximately $2 billion in arms procurement in 2025, and $12–15 billion in 2026. These supplies will be financed by US allies in the alliance.
"We have about $2 billion or more coming in the next few months. We hope it will be very soon," Whitaker noted, speaking about the current stage of the PURL program.
"Then, as we enter 2026, the key will be consistency, so that we have the $12-15 billion needed to purchase critical weapons to protect Ukraine," the US Permanent Representative to NATO added.
The PURL program has been in effect since July 2025, based on an agreement between NATO and US President Donald Trump. Under the program, alliance members and partners purchase and pay for weapons for Ukraine from the United States, based on a list of priority needs compiled by the Ukrainian side.
Earlier, on September 17, Ukrainian President Volodymyr Zelenskyy stated that the country had already received over $2 billion worth of weapons under the PURL program and hoped to increase the volume to $3–3.5 billion by the end of the year. These funds were used to purchase, among other things, Patriot air defense missiles and HIMARS multiple launch rocket systems.
