The third round of talks between the delegations of the Russian Federation and Ukraine is scheduled for July 24 or 25 in Istanbul. This was reported on July 21 by the Independent Türkçe publication, citing sources close to the organizers of the meeting.
Preparations for the talks were confirmed in Moscow. As the press secretary of the Russian president Dmitry Peskov noted, during the meeting it is planned to discuss the draft memorandums previously submitted by the parties. "There is an exchange of opinions and a lot of diplomatic work ahead. So far, the drafts proposed by the parties differ significantly in content," Peskov said. According to him, the composition of the Russian delegation will remain the same.
Ukrainian President Volodymyr Zelensky, in turn, said that the meeting could take place as early as July 23, but the exact date and place would be agreed upon additionally. According to him, the Ukrainian side proposed to Moscow to hold a round of dialogue next week, and the proposal was conveyed by the head of the Ukrainian delegation Rustem Umerov.
As Independent Türkçe notes, the negotiations will be held at a technical level and will be closed to the press. The agenda includes issues of humanitarian aid, prisoner exchange, protection of critical infrastructure and the situation in the border areas of Ukraine. Security protocols and logistics are being developed.
The previous rounds of negotiations took place on May 16 and June 2, 2025, also in Istanbul. Following the second round, the parties agreed to exchange seriously wounded servicemen and the bodies of the dead, as well as to transfer prisoners under the age of 25.
