The requirements for listening and speaking tasks in the exam for foreign citizens applying for the right to work and live in the Russian Federation will change, the press service of Rosobrnadzor reported, Interfax reports.
"In the exam in Russian as a foreign language, Russian history and the fundamentals of Russian legislation, the requirements for completing listening and speaking tasks will change," the statement says.
In particular, the number of listening tasks has been increased in the exam for obtaining a work permit or patent; now there will be four such tasks instead of two. A decision has been made to establish mandatory points that must be scored for the "Listening" section in order to successfully pass the exam.
Mandatory scores have also been established for the Listening and Speaking sections, which must be scored in order to successfully pass the exam to obtain a temporary residence permit or a residence permit in Russia.
"The changes were adopted as part of continuing work to improve the procedure for conducting examinations, as well as in order to synchronize approaches to conducting assessment procedures for children of foreign citizens and adult foreign citizens," the department explained.
In addition, a decision was made to systematically develop the bank of tasks for conducting the exam. From June 23, 2025, the number of tasks in the bank for conducting exams will be doubled.
Rosobrnadzor clarified that the conduct of examinations by state institutions conducting the examination, in accordance with the new specification and the use of an updated bank of tasks, will begin on July 10, 2025.
"These measures are aimed at increasing the objectivity of testing results in terms of proficiency in the Russian language and encouraging foreign citizens who want to live and work in Russia to study it," the statement says.
