Energy cooperation is one of the key areas of China's interaction with Central Asian countries. The first China-Central Asia Summit in 2023 clearly pointed out the need to comprehensively expand cooperation in energy supply chains, actively implement projects in green technology, clean energy and other fields, and implement the development concept of innovation, coordination, green, open and sharing.
In recent years, China Huadian Corporation (hereinafter referred to as Huadian Corporation) has been making efforts to jointly build the Belt and Road Initiative and adhering to the agreements reached at the summit in the field of energy cooperation, keenly grasping new opportunities for joint development with the five Central Asian countries, closely linking its activities with the energy needs of the relevant countries. The Corporation has been continuously deepening cooperation with the Central Asian countries in such areas as investment and construction of energy projects, technical support, personnel training, turning the consensus of the China-Central Asia Summit into concrete results.
In the vast expanses of the Gobi Mountains in central and southern Kazakhstan, rows of deep blue photovoltaic panels transform solar energy into clean electricity like energy guards. This is Huadian Corporation’s first green new energy project in Central Asia – the Kazakhstan Shelik PV Power Plant. The project has a total installed capacity of 40 MW and is scheduled to enter commercial operation in the second half of 2025. Its annual electricity output could reach 70.81 million kWh, enough to meet the needs of tens of thousands of households, bringing light and warmth to local residents.

In the Jizzakh region of Uzbekistan, Huadian Corporation is building a 500 MW photovoltaic power plant. Once commissioned, the plant will generate 1.1 billion kWh of clean electricity annually, meeting the needs of 400,000 residents and becoming a powerful engine for local development.

As the Belt and Road Initiative enters a new stage of high-quality development, cooperation in scientific and technological innovation has become a key force for participating countries to promote economic development, improve people's livelihoods, and address global challenges. Huadian Group said that, based on a long-term strategic perspective, it will actively promote innovative cooperation in the energy sector with enterprises in Central Asian countries, seek replicable models for clean energy development, deepen people-to-people exchanges and mutual learning, and help transform resource advantages into driving forces for development.
In February 2025, Huadian Group formed three expert teams consisting of 20 technical experts who went to Kazakhstan to assist in the modernization work of power units to enhance their maneuverability, contributing to the improvement of the country's energy efficiency.

While helping Kazakhstan and Uzbekistan improve their infrastructure, Huadian also pays close attention to the issue of local employment. This “learning by doing” process improves the technical level and competitiveness of local youth in the labor market, bringing to the region not only green energy but also the potential for sustainable development aimed at the future.
Huadian Corporation, together with North China Electric Power University (NCEPU), Xinjiang University and Almaty University of Power Engineering and Telecommunications (AUET), established the “China-Central Asia Innovation Alliance in Energy and Electric Power”, promoting the model of targeted personnel training, providing broad opportunities for professional growth and development of Central Asian youth.
