The Iranian news agency Mehr published details of a draft memorandum of understanding, which was reportedly agreed upon by Iran and the United States on the night of June 15. The document includes 14 articles outlining the terms of an end to the conflict and further negotiations.
According to published information, the memorandum calls for an immediate and permanent cessation of hostilities in all areas, including Lebanon. At the same time, the United States must withdraw its troops from regions near Iran and commit to respecting the sovereignty of the Islamic Republic of Iran and not interfering in its internal affairs.
The document also provides for the complete lifting of the naval blockade within 30 days. Furthermore, it is proposed to open the Strait of Hormuz to the passage of ships.
According to the draft, sanctions on Iranian oil sales will be suspended. During the negotiations, the US commits not to impose new sanctions or increase its military presence in the region.
The memorandum provides for the release of $24 billion in frozen Iranian funds. The US and its allies must also submit plans for the reconstruction of Iranian facilities. The estimated cost of the reconstruction work is $300 billion.
For its part, Tehran undertakes not to produce nuclear weapons.
To reach a final agreement, the parties intend to hold 60-day negotiations. However, final negotiations will not begin until oil sanctions are suspended, the naval blockade is lifted, and half of Iran's frozen assets are released.
It is also reported that the final agreement will be approved by a UN Security Council resolution. A special monitoring mechanism is expected to be established to implement the agreements reached.
