On April 25, Tajik President Emomali Rahmon met with leaders and officials of the Khatlon region in Danghara district, the presidential press service reported.
During the meeting, the performance of the executive bodies of state power in Khatlon Oblast, as well as its cities and districts, for the first quarter of 2026 was summarized. The President reviewed existing shortcomings and set specific tasks for those responsible to address them.
The issues of identifying new reserves and opportunities for ensuring the further development of the region, as well as expanding improvement and construction work in its cities and districts, were also discussed.
It was noted that improvement and construction work in the region, in honor of the 35th anniversary of State Independence, continues at an accelerated pace, with thousands of social and industrial facilities built and commissioned. Overall, the construction plan for these anniversary facilities has been fulfilled at 112 percent.
Tajik President Emomali Rahmon praised the construction of more than 7,000 industrial and social facilities as the result of the conscientious work of residents and entrepreneurs in the region and expressed gratitude for their contribution to the country's development.
The head of state tasked the leadership of the region, its cities, and districts with maximizing existing opportunities, engaging entrepreneurs and philanthropists in construction and improvement projects, and ensuring the construction and commissioning of new facilities by the end of the current year.



It was also noted that during the working visit to the city of Nurek, the seventh unit of the Nurek hydroelectric power station was put into operation after modernization.
During the meeting, Emomali Rahmon analyzed the results of the region's economic development and noted that the gross regional product in the first quarter of 2026 amounted to 7 billion 208 million somoni, an increase of 8 percent compared to the same period last year.
However, such growth rates and the region’s contribution to the national economy, taking into account its potential, were deemed insufficient.
In this regard, it was recognized as necessary to accelerate the pace of economic development, especially in industry, agriculture and exports, as well as to improve the standard of living of the population.
The President instructed leaders to ensure the effective use of all opportunities and to constantly monitor the attraction of investment, the creation of new jobs, the development of production, and the increase in exports.
In his speech, Emomali Rahmon also addressed the issue of implementing the budget revenue plan and strengthening tax discipline, ordering measures to expand the tax base, increase tax collection, and reduce debt.
It was also instructed to strengthen oversight of business entities and expand the use of digital tools to increase the transparency of tax administration.
In the first quarter, the volume of loans provided to the region's economy and population amounted to 1 billion 790 million somoni, an increase of 21 percent. The National Bank and credit institutions have been instructed to increase lending to manufacturing sectors and actively attract household savings.
The President instructed to ensure the availability of banking services, especially in rural areas, and to increase the level of cashless payments in trade and services.






The regional leadership has been tasked with developing and implementing a program for the development of the digital economy, including the development of digital infrastructure and providing access to high-speed internet.
The task of implementing an electronic document management system and expanding the use of digital technologies in public administration, education, and healthcare has also been set.
The head of state emphasized the need to attract investment in digital technologies, train qualified specialists, and improve the population's digital literacy.
In the industrial sector, attention is paid to the restoration of idle enterprises, the development of the processing industry, ensuring employment and the creation of new jobs.
To address energy sector problems, it has been mandated to ensure the timely implementation of projects to reduce electricity losses, strengthen control over its use, and improve payment collection.
It was also ordered to intensify educational work among the population and businesses on issues of rational use of electricity.
It was noted that in January–March 2026, the volume of foreign trade turnover of the region amounted to 1 billion 240 million somoni, an increase of 34.3 percent.
The relevant authorities have been instructed to improve the export structure and expand the production of competitive products.
The meeting also discussed issues of attracting investment, utilizing the potential of free economic zones, and implementing state investment projects.
In agriculture, the government is tasked with ensuring efficient land use, introducing re-cropping and rational use of water resources, as well as developing cotton growing, horticulture, and vegetable growing.
Particular attention is paid to the efficient use of household and presidential lands.
The President identified ensuring employment, developing education and healthcare, and improving citizens' living standards as priority areas.
In the field of education, tasks have been set to develop infrastructure, build institutions, and improve the qualifications of teachers.
In the healthcare sector, problems related to the construction and renovation of institutions were noted, and instructions were given to address them.
Given the region's potential for tourism, the need for developing tourism infrastructure, modernizing facilities, and improving the quality of tourist services was noted.
Issues of maintaining law and order, combating crime, and strengthening preventive work were also discussed.
In conclusion, Emomali Rahmon noted the need to expand landscaping efforts, maintain cleanliness and order, and respect for national values.
The importance of the participation of every family, mahalla, city and district in the improvement and preservation of the environment was emphasized.
The head of state also noted the need to create conditions for educating children, raising young people in the spirit of patriotism, and supporting socially vulnerable groups.
