In China, 12.1 million new jobs were created in urban areas in the first 11 months of 2025, demonstrating a stable labor market. This was reported on Tuesday by official sources, citing data from the Ministry of Human Resources and Social Security.
According to the ministry, the average urban unemployment rate for the period was 5.2 percent. This employment stability reflects the effectiveness of a number of measures aimed at supporting employment and economic stabilization adopted this year. China's central authorities have prioritized job security to maintain overall stability in four key areas: employment, enterprises, the market, and public expectations.
A representative of the ministry's employment promotion department stated that the next steps will be aimed at implementing measures to stabilize and expand employment, as well as improving the quality of jobs. The focus will be on key population groups, including young people, university graduates, and low-skilled workers.
Planned measures include targeted programs to improve worker skills to enhance their employment opportunities, streamlining public employment services to ensure more effective recruitment, and expanding support for entrepreneurship. These measures are expected to have a multiplier effect on the labor market and contribute to the creation of additional jobs.
According to analytical forecasts, measures to improve skills and stimulate entrepreneurship will not only maintain a stable level of employment in cities but also create the basis for long-term economic growth and improved job quality in the country.
