Primorsky Krai authorities have expanded the list of industries in which migrants will not be able to work with patents in 2026, Interfax reports, citing the region's Migration Policy Agency.
"The number of economic activities for which the largest category of labor migrants is prohibited in Primorsky Krai will increase from 36 to 88 in 2026," the report states.
The corresponding decree was signed by Primorsky Krai Governor Oleg Kozhemyako.
In addition to existing restrictions on foreign labor in sectors critical to the functioning of life support systems and the social sphere, restrictions have been added in the areas of information and communications, trade, pharmaceuticals, finance and insurance, culture, and the activities of public and non-profit organizations.
The document takes into account the sectoral structure of the Primorsky Krai economy, as well as the fact that employers' greatest demand for personnel exists in construction, which accounts for 21.2% of vacancies, followed by manufacturing (17.1% of vacancies), agriculture, forestry, fisheries, and fish farming (12.1%). No restrictions will be imposed in these sectors in 2026.
It is noted that the document was developed taking into account the positions of interested government bodies and the Primorsky Krai Tripartite Commission for the Regulation of Social and Labor Relations.
In 2025, Primorye banned foreign employment in sectors essential to the operation of life support systems, including energy, water supply, heat supply, and healthcare.
