A meeting of the Committee of Heads of Personnel Management (Educational Work) Agencies of the Ministries of Defense of the Member States of the Commonwealth of Independent States was held in Moscow at the International Military Center of the Russian Ministry of Defense, the CIS Executive Committee press service reported.



The meeting was attended by delegations from the Ministries of Defense of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan, as well as representatives of the Secretariat of the Council of Defense Ministers of the CIS Member States.
Opening the meeting, Viktor Goremykin, Deputy Minister of Defense of the Russian Federation and Chief of the Main Military-Political Directorate of the Armed Forces of the Russian Federation, Chairman of the Committee of Heads of Agencies for Work with Personnel (Educational Work), General of the Army, emphasized the importance of cooperation between defense departments in the area of educational work with armed forces personnel, as well as the need for its further development, taking into account the many years of experience of military cooperation within the Commonwealth.
"We must focus our primary efforts on enriching the spiritual and moral values inherent in our peoples, instilling in our military personnel resilience, courage, devotion to the Fatherland, loyalty to the traditions of friendship and military brotherhood of our armies, and the ability to reliably repel any aggressor," emphasized Army General Viktor Goremykin.
Lieutenant General Yuri Dashkin, Secretary of the Council of Defense Ministers of the CIS Member States, addressed the Committee meeting with a welcoming address. In his address, he noted that the Council of Defense Ministers assigns an important role to the Committee in developing the moral, psychological, and combat qualities of national armed forces personnel, providing military-patriotic education to service members and pre-conscription youth, and preserving the historical memory of the heroic past of the peoples of the CIS states.
"The Council of Defense Ministers actively promotes the cultural and historical heritage of the peoples of the Commonwealth to preserve unity and mutual understanding among our military personnel," noted Lieutenant General Yuri Dashkin.
The heads of delegations from the CIS armed forces summarized the events dedicated to the 80th anniversary of Victory in the Great Patriotic War. During the exchange of opinions, the importance of preserving the historical memory of the immortal heroism of the peoples of the Soviet Union in the fight against fascism, as well as the scale of the events held in the Commonwealth states, were noted.
During the meeting, much attention was paid to examining the experience of educational work with military personnel based on national spiritual and moral values and developing proposals for developing cooperation in the interests of further developing and strengthening a common military-cultural space.
The meeting participants supported the proposals of the Russian Ministry of Defense to hold the International Youth Military Sports Game "Heirs of Victory" and the Army Culture and Creativity Festival "Avanpost" in 2026, with the participation of creative groups and solo performers from the national armed forces of the CIS countries.
Following consideration of the meeting's agenda items, Committee members signed decisions on the further development of the system of military-patriotic education for military personnel and pre-conscription youth in the Commonwealth states.
