Starting January 28, 2026, Russian education authorities are required to submit to the Ministry of Internal Affairs information on applications submitted by parents of foreign children for school enrollment, as well as on the results of the Russian language exam, which determines the child's eligibility for admission to an educational institution, according to the press service of the Russian Ministry of Education.
The process will be organized as a bilateral exchange of information between agencies. The Ministry of Internal Affairs will provide data on the registration or deregistration of children of foreign citizens, including information from the register of controlled persons, which will help determine the educational needs of minors.
The Ministry of Education and regional education authorities, in turn, will provide detailed information on the enrollment of foreign children in schools or cases of their expulsion.
It is specified that a targeted information exchange scheme has been developed and agreed upon with the relevant government agencies. Following the system's launch, Ministry of Education officials will provide methodological support to regional education authorities and grant access to personal information on migrant children through interdepartmental electronic communication resources.
Information on minor foreign nationals and stateless persons will be collected from the Russian Ministry of Internal Affairs' "data mart" and, after being updated on educational portals, will be returned to the state migration registration system. This mechanism will allow for tracking the number of children not enrolled in schools and conducting individual work with them.
Earlier, Valery Fadeyev, head of the Presidential Council for Human Rights, reported that hundreds of thousands of migrant children in Russia are not attending school, calling the situation "unacceptable." Rosobrnadzor also reported that only 19% of foreign students whose parents applied were able to pass the Russian language exam for school admission.
