Tajikistan plans to develop hydropower as part of the "green integration" of the Shanghai Cooperation Organization (SCO) countries, Prime Minister Kokhir Rasulzoda announced at an expanded meeting of the Council of Heads of Government of the SCO member states, according to the CIS Executive Committee press service.
According to him, cooperation in the energy sector is one of the promising areas. "In line with the trend toward green energy development, we reaffirm our commitment to implementing projects to expand our hydropower resources through the modernization of existing hydroelectric power plants and the construction of new ones, including the Rogun hydroelectric power plant. We are convinced that such projects will help lay the foundation for future green integration in the SCO region," Rasulzoda noted.
The Prime Minister added that Tajikistan is actively promoting the global water and climate agenda.
Speaking about mutual trade, he emphasized that more than two-thirds of Tajikistan's foreign trade is with SCO countries, and this figure continues to grow steadily. "Despite external economic factors, Tajikistan's economy is showing strong growth, with the growth forecast for 2025 at 8.2%," he explained.
Rasulzoda proposed strengthening cooperation in the mining, textile, food and innovation sectors, as well as in the field of green technologies and strengthening food security.
According to him, Dushanbe considers the practical implementation of the SCO's core documents, including the economic development strategy until 2030, to be the main condition for further cooperation.
The meeting of the Council of Heads of Government of the SCO member states was held in Moscow on November 17–18, 2025, in an expanded format and became the final event of Russia's chairmanship of the Council of Heads of Government of the SCO in 2024–2025.
