The European Union plans to impose personal sanctions against employees of the Russian Federal Penitentiary Service (FSIN) believed to be involved in the torture and death of Ukrainian journalist Victoria Roshchina, Sistema reports, citing EU sources.
The sanctions list will also include security officials, judges, and investigators involved in the political persecution of journalists and activists. According to the European Union, Viktoria Roshchina died in September 2024 in a Russian pretrial detention facility.
According to the publication, the sanctions will target Federal Penitentiary Service officers responsible for the torture of Ukrainian prisoners in Pretrial Detention Center No. 2 in Taganrog. The European Union believes that the journalist's death occurred in this facility in September 2024.
Radio Free Europe/Radio Liberty journalist Rikard Jozwiak reported that on November 12, EU ambassadors approved the decision to impose restrictive measures. The sanctions list includes ten Russian citizens, including four Federal Penitentiary Service officers whom the EU holds responsible for the death of Viktoria Roshchina.
Previously, the Ukrainian publication Slidstvo.info reported that the journalist may have died not in Taganrog, but in Pretrial Detention Center No. 3 in the city of Kizel in the Perm Krai. According to media reports, in September 2024, Viktoria Roshchina was transferred from Taganrog to Kizel, where she died on September 19 at the age of 27.
Former Ukrainian prisoners of war reported that inmates in Pretrial Detention Center No. 3 were beaten until they lost consciousness, and women had their heads forcibly shaved. Russian authorities only acknowledged the detention of Viktoria Roshchina in May 2024. The journalist's body, handed over to Ukraine in February 2025, bore signs of torture, and some internal organs were missing.
The European Union notes that the measures are aimed at holding accountable those involved in human rights violations and political repression against journalists and activists.
