On June 23, 2026, in Vienna, Austria, Tajikistan's Minister of Energy and Water Resources Daler Juma and Tajikistan's Minister of Finance Faiziddin Qahhorzoda attended a ceremony to present the Organization of the Petroleum Exporting Countries (OPEC) Fund's new initiative for international development—the Vulnerability to Viability Compact (V2V Compact). The event took place on the sidelines of the OPEC Fund Development Forum, according to the press service of Tajikistan's Ministry of Energy and Water Resources.
During the presentation, it was noted that the new initiative unites 74 economies most vulnerable to the effects of climate change, as well as 15 international development finance institutions.
As the event participants emphasized, the main goal of the Pact is to expand the volume and improve the availability of financing for states that contribute the least to global greenhouse gas emissions but are facing the most serious consequences of climate change.
According to the data presented, the Pact focuses on three key areas: sustainable water resource management, development of the education system, and strengthening of the healthcare sector.
These areas are considered to be the most important factors in ensuring human development, as well as increasing the resilience of states to various crisis situations.
