On April 2, 2026, the sixth meeting of the Human Rights Commission of the Commonwealth of Independent States was held at the CIS Executive Committee in Minsk, the press service of the Organization's Executive Committee reported.
The meeting was attended by members of the Commission from the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Uzbekistan, representatives of the Secretariat of the Commission and the CIS Executive Committee, the Secretary of the Council for Cooperation in Healthcare of the CIS, members of the Council of Permanent Plenipotentiary Representatives of the Commonwealth Member States to the statutory and other bodies of the Commonwealth, the Chairman of the CIS Economic Court, representatives of the Interstate Statistical Committee of the CIS, diplomatic missions of the Republic of Kazakhstan and the Russian Federation in the Republic of Belarus, the First Deputy Minister of Health of the Republic of Belarus, as well as a member of the House of Representatives of the National Assembly of the Republic of Belarus, a member of the Standing Commission of the IPA CIS on Social Policy and Human Rights.
Representatives of the Office of the Human Rights Defender of the Republic of Armenia, the Akyikatchy of the Kyrgyz Republic, the Commissioner for Human Rights in the Russian Federation, the Commissioner for Human Rights in the Republic of Tajikistan, and the National Center for Human Rights of the Republic of Kazakhstan also participated.
The meeting's agenda included a wide range of issues aimed at developing cooperation among CIS member states in the area of protecting human rights and freedoms.
Particular attention was paid to ensuring citizens' rights to health care within the framework of 2026, declared the Year of Health in the CIS. Country reviews were presented, reflecting national experiences in ensuring accessible and high-quality medical care. Following the discussion, a decision was made to prepare a thematic report based on the materials presented, to be considered at the Commission's seventh meeting.
During the meeting, a Statement on the Protection of the Human Right to Health in the CIS was adopted, confirming the common position of member states on this issue.
Participants also discussed preparations for the interstate campaign "Health and Human Rights Week in the Commonwealth of Independent States," which will take place from April 6 to 10, 2026, and is aimed at achieving the Sustainable Development Goals "Good Health and Well-Being" and "Peace, Justice, and Effective Institutions."
The Commission members presented information on their ongoing work. A.E. Lastayev, a representative of the Republic of Kazakhstan, reported that the national plan includes over 100 activities and shared his experience of holding a mini-football tournament in a juvenile prison. M.A. Tillabayev, Deputy Representative of the Republic of Uzbekistan, spoke about the work of the "Healthy Lifestyle" platform. A representative of the Office of the Human Rights Commissioner of the Republic of Tajikistan presented the "Health Caravan" initiative.
In preparation for the campaign, an online survey, "Voice of the Commonwealth: Health, Law, Well-Being," was launched to gather information on the availability of medical care and the level of public awareness.
A regulation was also adopted on holding a creative competition, "The Right to Health," aimed at engaging young people in human rights activities.
A report by J.A. Djamanbaeva, a representative of the Kyrgyz Republic, was presented on the problems of early marriage in the context of international human rights standards. The discussion highlighted the need for a comprehensive approach to addressing this issue.
Representative of the Russian Federation T.N. Moskalkova presented information on measures to improve the effectiveness of the mechanism for transferring convicted persons to their countries of nationality. The Commission recommended intensifying outreach efforts to convicted persons regarding their right to petition for transfer.
The members of the Commission adopted a new version of the Rules of Procedure, established an emblem and approved the regulations regarding it.
The issues of preparing an annual report on the Commission's activities for 2026 and awarding citizens with a Certificate of Honor for their contribution to the protection of human rights were discussed.
Representatives of Kyrgyzstan and Belarus presented information on the use of statistical indicators to test the Human Rights Index Methodology.
During the meeting, the Commissioner for Human Rights in the Russian Federation, T.N. Moskalkova, presented the Chairperson of the Commission, E.V. Paramonova, with a certificate for her contribution to the protection of human rights and freedoms.
The next meeting of the Commission is scheduled for December 2026 in Minsk.
