The full text of the CSTO Secretary General's Report on the organization's activities for 2023–2025 has been posted on the official website of the Collective Security Treaty Organization (CSTO). The document was presented to the heads of state of the member states at the session of the Collective Security Council held in November 2025 in Bishkek, the CSTO press service reported.
The report contains a comprehensive analysis of the CSTO’s work over a three-year period, reflecting the implementation of the priorities of the chairmanships of Belarus (2023), Kazakhstan (2024) and Kyrgyzstan (2025).
The main results of the CSTO activities for 2023–2025:
Strengthening the military component: the size of the Collective Rapid Response Forces has been increased, the command and control system and logistics have been optimized, and 20 joint exercises of various formats have been conducted. Military-technical cooperation and military personnel training are actively developing.
Countering modern challenges and threats: a series of anti-drug operations, "Channel," was conducted, and the fight against illegal migration ("Illegal") and terrorism ("Mercenary") was intensified. Cooperation in cybersecurity has expanded.
Strengthening borders and regional security: the CSTO Targeted Interstate Program for Strengthening the Tajik-Afghan Border has been approved and launched. This program aims to assist the Republic of Tajikistan in protecting its southern borders and ensuring security in the Central Asian region.
Developing peacekeeping potential: an updated regulatory framework has been approved, and conditions have been created for the participation of CSTO peacekeeping contingents in UN operations. For the first time, Kazakhstan's national contingent has independently deployed to the mission in the Golan Heights.
Deepening political cooperation: Coordination with the UN, CIS, and SCO is being improved. A roadmap for developing cooperation between the three organizations was signed. Interparliamentary cooperation within the CSTO Parliamentary Assembly has been actively developed.
Developing information and analytical activities: Cooperation has been established with expert and research centers in member states. A conceptual analytical report, "Greater Eurasian Partnership: Shared Responsibility for a Secure Future," has been prepared.
The Secretary General's report reflects the CSTO's comprehensive approach to strengthening security, stability, and cooperation in the region, and demonstrates the organization's readiness to respond to contemporary challenges and threats.
