On December 15, 2025, Kyrgyz President Sadyr Japarov signed a decree dismissing Baktiyar Orozov from his post as Minister of Science, Higher Education, and Innovation. The dismissal was stated as "due to failure to comply with ethical standards for state and municipal employees," Fergana.ru reports, citing the president's official website.
Japarov's press service clarified that the decree was signed based on a number of legal acts governing the activities of civil servants. No further details were provided regarding the reasons for this decision.
Later on December 15, media reports surfaced that Orozov had been arrested the previous day for driving under the influence. The press service of Kyrgyzstan's Main Directorate for Road Safety confirmed the arrest. The incident occurred around 1:00 a.m. near the village of Koi-Tash. The minister was driving a Toyota Camry, traffic police confirmed.
As a reminder, in May 2025, President Japarov signed a decree reforming the governance system in science and education. Two independent agencies—the Ministry of Education and Science and the Ministry of Science, Higher Education, and Innovation—were created on the basis of the Ministry of Education and Science and the State Agency for Intellectual Property and Innovation.
The reforms were aimed at creating an integrated and results-oriented public administration system, increasing administrative efficiency, and expanding opportunities for young scientists to participate in research and innovation activities.
In May 2025, Dogdurkul Kendirbaeva was appointed acting head of the new agencies at the Ministry of Education, and Baktiyar Orozov was appointed acting head of the Ministry of Science, Higher Education, and Innovation. Their candidacies were later approved by the Kyrgyz Parliament.
Before his appointment as Minister of Science, Higher Education and Innovation, Orozov held the positions of Deputy Minister of Justice and Deputy Minister of Education and Science.
